The Arabs, led by the fiercely anti-Semitic Mufti of Jerusalem, have sought since the 1920's to rid the land of Israel (then called Palestine of course) of its Jewish population. The Hebron massacre, Jerusalem, Jaffa and the British Mandate's complicity with this massacre is an especially low point. The British also bombed Jewish refugee ships.
As Hitler came to power, the Mufti of Jerusalem chose to ally with him, and axis units that were formed out of this alliance, specifically to destroy the Jews. As the war progressed, the Mufti continued his incitement from within Germany and was personally responsible for the death of over 12,000 Jews in Europe.
In 1948, Israel's nationhood, there was no need for a single Arab to be made a refugee. It was the Arab's determination to make the land of Palestine Judenrein, that was the overwhelming issue. They told their people to leave while Palestine was quickly cleansed of Jews. When this did not happen as planned, the Jews became the scapegoat, and have remained so ever since.
Furthermore, the land of Israel occupies less than 0.6% of the land area of the Middle East (according to the San Remo Treaty of 1920 the whole Mandate of Palestine was to become the Jewish State, including both sides of the Jordan river, but the British violated the Mandate for Palestine and as trustee for the Jewish people and gave away over 3/4 of the land allocated to the Jewish people to the Arabs, to set up a new state that never existed in history prior to WWI), therefore the problem is not a land issue at all. In 1948 there was a double refugee issue. At least as many more Jews (about one million) were ejected from Arab lands, as some Arabs (about 200,000, some Arabs did stay) were made homeless by the 1948 war at the urging of the Arab states.
All the Jews were absorbed. There is no such person as a Jewish refugee today. The Arab countries had infinitely more resources and territory with which to settle their own displaced people. They chose not to because they were determined to keep up their belligerence and their mission to destroy Israel the Jewish State..
